
HARRISBURG (Newsradio 1020 KDKA) - A fight is brewing over whether Pennsylvania can join a multi-state effort to reduce carbon emissions.
State Representative Daryl Metcalf of Butler County who chairs the house environmental resources and energy committee says Wolf lacks authority to join the Regional Greenhouse Gas Initiative.
His letter to the group calls Wolf a “rogue governor” and threatens legal action if Pennsylvania is accepted into the group
Governor Tom Wolf announced last fall an executive order telling the DEP to draft regulations for joining.
It’s a multi-state cap and trade program requiring carbon-emitting plants to pay into a state fund.
