With races too close to call, Allegheny County says it could take several days to tally the final votes.
A county spokesperson said in-person votes in 31 precincts still haven't been counted - 30 of them because the memory sticks have been locked in machines, one because of a memory stick failure.
The spokesperson said memory sticks are locked in machines by accident every election - and is caused by a common error by poll workers.
It will take several days to open those scanners securely and retrieve the memory sticks. The county's results won't update again until the election return board is sworn in on Friday - and will continue updating as those votes are counted.
Races are too close to call between Mehmet Oz and Dave McCormik for the GOP Senate nomination, and for the democratic nomination in the 12th congressional district between Summer Lee and Steve Irwin.
Throughout Election Day, some voters complained about ballot shortages at some polling places in Allegheny County.
A county spokesperson says voter turnout was higher in some areas, leading to polling places asking for more paper ballots, fearing they would run out.
Election leaders say they reminded voters they could use the Express Vote machine, and no one would be turned away.
