The driver of a white vehicle who hit a woman in a wheelchair using a crosswalk in Oakland early this week has been located.
Charges against the driver are pending.
The incident happened on Monday at 7:30 a.m.
The victim, Kelda Gorman was spun around and ended up facing the car.
