Distributor charged in fraudulent snack cake delivery scheme

A Little Debbie distributor’s paperwork was anything but sweet, leading to fraud charges in Washington County.

Investigators say James Powell, of Valley Grove, WV, a distributor for Stewart Snacks in Jefferson County, Ohio, allegedly created fake delivery invoices showing Little Debbie products had been delivered to stores when they had not.

Police say he also allegedly forged employee signatures to make the deliveries appear legitimate, allowing him to collect commission payments through the company’s billing system.

Investigators say the alleged scheme involved Shop N’ Save, Giant Eagle, and Walmart locations, with Stewart Snacks reimbursing retailers and the manufacturer for over than $17,100 in losses.

Powell was taken into custody in West Virginia and is awaiting extradition to Washington County, where he will face the charges.

Powell faces four felony charges of theft, forgery and other crimes.
