The Allegheny County Sheriff Kevin Kraus’ office has announced a man charged with homicide by vehicle while intoxicated has turned himself in.
28-year-old Troy Modrak of Irwin is accused of driving the wrong way on the eastbound lanes of the Parkway East near the Business 22 exit in July 2022
The three-vehicle accident took the life of one man, Thomas Ligon.
He is also charged with aggravated assault by vehicle while DUI and involuntary manslaughter.
Modrak surrendered to deputies Thursday and was taken to the Allegheny County Jail.
