
Last weekend's rape of a 93-year-old Pittsburgh woman, allegedly by a sex offender with a lengthy rap sheet, has residents asking why Ronny Hough wasn't in prison.
He has previously been charged with multiple crimes since 2013 including indecent assault of a person under 13, indecent exposure and assault to name a few.
On KDKA Radio's Marty Griffin Show, retired Judge Anthony Mariani said Hough's homelessness undermines the intent of Megan's Law to keep tabs on sex offenders.
“They don’t have an address to go to,” said Mariani. “My point is, what are structure is, is not good enough to protect the community.”
And, another reason could be because some rape cases don't go to trial to spare the victim the ordeal of testimony.
“Deals are made that lessen the impact because, instead of a felony, two or three felonies 10 to 20 years each, you have some misdemeanors where you make a deal on one felony, that’s a very low sentence, relatively speaking,” said Mariani.
