New video shows the moments leading up to the death of Jim Rogers two years ago after being repeatedly tased by Pittsburgh police.

Rogers, accused of stealing a bicycle, tussled with a police officer and tried to run away before being tased.

Put in the back of a police cruiser, Rogers told officers he couldn't breathe and needed to go to a hospital.

Officers delayed taking Rogers to UPMC Mercy. He died the next day.

The city settled with his family for $8 million.

Five officers were fired and two returned to the force.

A grand jury investigation ended without indictments.

Attorney Todd Hollis, representing the Rogers family made an announcement why they released the video.
