A freeze on federal funding has been paused, but some organizations are already seeing funding cuts.
University of Pittsburgh biology professor Craig Kaplan tells KDKA members of the National Science Foundation are very much concerned.
"People funded by the National Science Foundation that have fellowships that have to draw their salary directly from the NSF, they're actually not getting paid."
He believes that the NSF is ignoring the judge's order.
"They're still scrubbing programs. They're still cancelling programs. They've cancelled review panels, which means there's a huge backlog in applications because they're not going to get reviewed in a particular cycle."
The programs include outreach and diversity in the scientific work force.
"This is the next generations of scientists, right? These are showing people what science does, reaching out into different communities, for example, rural communities that don't have the same opportunities," he said.
Even though the programs are congressionally mandated, Kaplan doesn't foresee the programs coming back.
