According to officials, a woman was legally drunk when she drove off a snow embankment on the Parkway East and plunged into the icy Monongahela River in January.

Pennsylvania State Trooper Rocco Gagliardi said investigators had to determine whether 31-year-old Jacinta Stevens was hit by any other vehicles, causing her to go up and over a snow embankment and into the river near UPMC Mercy.

But no vehicles sustained damage, and one of the witnesses told police that Stevens flew by him passed him in the left lane before losing control.

A liquor control enforcement source told KDKA-TV they did a full investigation and did not get any violations at Lorenz Cafe where Stevens spent three hours before the fatal crash.

The co-owner said the bar is heartbroken by the crash.

She said Stevens was a beloved customer and did not appear to be visibly intoxicated that day.
