Penguins imposing $2 surcharge for music events at former Civic Arena site for community development

The Pittsburgh Penguins say they will impose a $2 surcharge on each ticket sold for events at a proposed live music venue at the former Civic Arena site, to help fund development in other parts of the Hill District.

Developer Buccini Pollin Group and Penguins officials outlined the proposal in a letter to the city planning commission, but the commission has decided to delay a vote on the project, to give the community a chance to review the package.


The Hill Community Development Corporation had previously been pushing for a $2 surcharge on vehicles that park in the garage for neighborhood development as well, but both Buccini Pollin and the Penguins denied the proposal because of the competitive disadvantage.

There is also a plan to create a conservancy to operate and maintain the public spaces, which many view as controversial because of concerns that it could result in privatization of land, keeping the public out.
The Penguins reassured the spaces would remain open to the public.

The proposed music venue, to be operated by Live Nation, would seat about 45-hundred people.
