Damar Hamlin incident inspires new mandate for Pennsylvania schools

Damar Hamlin has inspired new legislation in Pennsylvania.

After Hamlin suffered cardiac arrest on the football field, doctors said he was saved by the quick response from medical staff.

State Senator Marty Flynn wants to make sure every school in Pennsylvania is equally prepared, “It’s not a matter of if it’s going to happen, it’s a matter of when.”

He's introducing legislation that would require an AED at any school sporting event.

“I was kind of surprised that it wasn’t mandated, that we have them on the football fields [or] on any sports field basically, especially contact sports. I saw him get the treatment he needed, but what about our kids.” Said Flynn.

Because of bystander CPR and an AED easily accessible at Hampton's football field last fall, referee Bill Quinn survived the heart attack he suffered while working a game.

“I just sit there and think ‘wow, I get a second chance,” explained Quinn.

Damar's Law would also require all coaches to be trained to use an AED.

“Having someone there to know how to operate the machine and whose always there when these events happen, it’s their coaches. That’s always one of the most responsible people there, so who better,” explained Flynn.

He said schools can already get AED's at a discount but the biggest challenge for the bill will be finding funding.
