Pa. Auditor General calls Gov. Wolf's Covid waiver program for businesses 'flawed, inconsistent'

PITTSBURGH (Newsradio KDKA) - Pennsylvania Auditor General Timothy DeFoor released details of an audit of Governor Tom Wolf’s Covid waiver program for businesses Tuesday.

He said it was a well-intended but created confusion.

"The process was flawed," Defoor said. "It was flawed and it was inconsistent, and some of the answers that a lot of businesses owners got wasn't necessarily correct. And it was unevenly administered."

DeFoor does not believe "undue influence" was involved.

"The waiver application itself was changed five times," said Defoor. "Guidance on what a life-sustaining business was - was changed 9 times from March 19 to May 28."

Defoor said depending on when businesses contacted the state, the owners may have received a different answer from another who had a very similar operation.
