COVID-19 eviction moratorium deadline looms as L.A. City decides whether to extend tenant protections

LOS ANGELES (KNX) – While the COVID-19 eviction moratorium is scheduled to end Feb. 1, Los Angeles City Council is deciding whether to extend the eviction ban or create permanent protection for tenants.

A unanimous vote by City Council on Oct. 4 would allow landlord to continue increasing rent on rent-controlled apartments after January ends. It would also allow landlords to begin evicting renters again if they don’t pay rent in the future.

In addition, tenants who missed payments since March 2020 would be given two repayment deadlines.

Daniel Yukelson, the executive director of the Apartment Association of Greater Los Angeles, told KNX News the COVID-19 many landlords are retired and were crushed by the pandemic when some tenants stopped paying.

“Some are first responders or retired teachers and they just can’t afford to provide housing services when they’re not being compensated by it, particularly when they’re on social security or some other type of retirement income themselves,” he said.

Meanwhile, L.A. City Councilman Bob Blumenfield said tenants need to be protected.

“We are in a housing crisis and a homelessness crisis, and our tenants need more protections,” he told KNX News.

If action is recommended by the Council’s Housing and Homelessness Committee, the Los Angeles City Council is expected to vote on new protections for renters. The committee will meet Wednesday afternoon to discuss adding new renter protections.

Some of the measures, according to Blumenfield, include a law in which landlords have a valid reason to push a tenant out.

"There needs to be an issue, there needs to be nuisance issue or moving a family member into that unit," Blumenfield said.

Another protection is allowing landlord to evict a tenant if the tenant is more than a month behind on rent.

“We don’t want people evicted if they’re a dollar short or a day late," Blumenfield explained.
