Veteran congressman worries about bigger implications surrounding Trump's emergency declaration

President Donald Trump's national emergency declaration that has spurred lawsuits concerns Missouri Rep. Emanuel Cleaver, who believes the issue is about more than party loyalty.

Cleaver believes President Barack Obama overreached when he made a decision without consulting Congress to send U.S. troops into Syria in 2015. Now Cleaver believes the courts will eventually side with President Trump on the border wall declaration, which he finds troubling. 

"I know there are going to be people who decide to make a decision on where they come down on this issue based on who's in the White House," Cleaver said. "I think that is short-sighted and it's un-American."

The Trump White House continues to raise the level of presidential overreach, which will eat away at the concept of three branches of government, Cleaver said.

"I do think Congress needs to go back and revisit the 1976 War Powers Act, which gave up a truckload of different powers to the president," Cleaver said.
