Report: Missouri is worst state for problem puppy mills and sellers, again

KANSAS CITY – A new report from the Humane World for Animals (formerly the Humane Society of the United States) finds that Missouri is the worst state in the US when it comes to problem puppy mills and puppy sellers.

Of the “The Horrible Hundred 2025,” 26 locations are in Missouri, the most of any state, for the 13th year in a row. Kansas has four sites on the list.

Documented conditions injured, sickly or emaciated dogs or puppies; animals exposed to extreme heat or cold; dogs kept in dangerous, dirty or cramped conditions; and facilities that did not prevent and treat potential disease outbreaks, among other concerns.

After the last report was published in April 2024, the USDA revoked the licenses of at least four puppy mill dealers including Cory Mincey/Puppy Love Kennel in Missouri and two locations in Kansas, Joyce Cairns/Unicorn Kennel and Mary Moore/D&M Kennel.
