WEBSTER GROVES, Mo. (KMOX) — Three weeks after fireworks shot sideways and injured eleven at the Webster Groves 4th of July display, investigators are learning more about what went wrong.
Webster Groves Mayor Gerry Welch says a preliminary report on the July 4th accident has now been forwarded to the Missouri State Fire Marshall for review.
"The preliminary understanding is that you have these tubes that shoot fireworks up into the air, and one of the tubes misfired and knocked the tube over and when it fired, it fired horizontally instead of vertically."

Welch says she has spoken with one of the victims who suffered burns to her ankle, but privacy rules prevent her from knowing the condition of the other victims.
Welch says the city is planning new barriers and other safety measures to protect the crowds from future fireworks displays.
