St. Louis, MO (KMOX) -- The battle begins Tuesday morning at St. Louis City Hall over how to redraw the map to go from 28 wards down to 14. It's a process approved by voters almost 10 years ago.

The chairman of the committee in charge, Alderman Joe Vollmer, says he wants it done fairly for everyone.

"I'm sure everyone has an opinion. Everyone has concerns about making sure we have an equal amount of racial equality in the wards," Vollmer said.

Vollmer also says another priority is to keep strong neighborhoods whole in the same ward. Tuesday's meeting is just the start with no decisive action expected.

Meanwhile, a petition drive submitted last week to the Election Board would ask voters to let a citizens panel, instead of the aldermen, redraw the map.

There could be a court fight over which process is allowable under the City Charter.
