Illinois Trooper killed on the day to raise awareness for the state's "move over" law

JOLIET, IL (KMOX)--Illinois State Trooper Clay Carns was struck and killed trying to remove debris off the road on "Scott's Law Day."

On December 23, 2000, Lt. Scott Gilliam with Chicago Fire was killed working the interstate. The law mandating Illinois drivers move over for emergency vehicles was named after him. 24 years later, on the same day, Trooper Carns was killed while stopped on I-55 near Channahon to remove debris from the road.


Illinois State Police arrested 69-year-old John Fleet of Wilmington, IL, as the one who hit Carns with his truck. Carns died later at the hospital.

Fleet, who was not injured, was charged under Illinois' Scott's Law, which requires drivers to move over for emergency vehicles. Carns leaves behind his wife, two children, parents, and siblings. In recent years, Scott's Law violations have led to numerous crashes and injuries involving state troopers.
