Mayor Cara Spencer says the police board's lawsuit against the city may have been authorized in an improper meeting.

The state-appointed board voted behind closed doors yesterday (Mon) to sue City Hall for nearly $68M in additional funding. But Spencer says the emergency session was called by the board's attorney, Chris Graville -- a move she contends violates the board's own bylaws, since the attorney has no authority to call meetings.
Spencer, who sits on the board, also says she was given no agenda before the vote.
The Mayor says of considering Rams settlement and reserves as recurring general revenue, "Coming after our reserves is absolutely a move to decimate our City. There’s no other way to interpret it."
The response from a police spokesman is one line: "The Executive Session was held in compliance with the Board’s bylaws."
