The Council unanimously approved putting a whistleblower protection ordinance on the ballot, although some - like Councilwoman Lisa Clancy - don't think it's a well-crafted proposal. "What if a County Council employee wants to report misconduct to the County Executive, Personnel Director, or Civil Service Commission. Are they protected? It doesn't appear they are. Hypothetically we have a situation where an employee can talk to the press but they can't talk to the personnel director."

Chairwoman Rita Days has pushed for the protection. "We have upwards of 10 to 15 lawsuits because whistleblower protection is not in place, as it should be. "

The Council passed a whistleblower protection bill twice, and twice it was vetoed by County Executive Sam Page.

The question will appear on the November ballot.
