Federal judge re-opens Trump/IRS lawsuit: 'Trump vs Trump'

ABC National Correspondent Steven Portnoy joins Megan Lynch with an explanation on why a federal judge has decided to re-open the case where Pres Donald Trump sued the IRS over the release of hos tax returns. The IRS 'settled' the case before it got to trial, a division of the US Government that Trump controls. The judge says the IRS needs to explain how 'it is not collusion.'
