President Donald Trump signed legislation on Wednesday that allows veterans to receive federal assistance if they have fallen behind on their mortgages.
The VA Loan Program Refort Act replaces the Veterans Affairs Servicing Purchase program, which ended May 1, 2025, and creates a permanent partial claims program within the VA Home Loan Program.
Nearly 70,000 veteran homeowners are more than 90 days late on their mortgage payments. The bill provides them with relief and a second chance to keep their homes, lawmakers said.
“Our veterans and their families should have every tool at their disposal to keep their homes and reduce the risk of foreclosure if they fall into financial hardship or endure a national disaster. Today, House Republicans and President Trump made that a reality for every veteran homeowner,” said Senate Veterans Affairs Committee Chairman Mike Bost (R-Ill).
According to Rep. Derrick Van Orden (R-Wis.), the legislation brings VA in line with other federal agencies that lend money for homes.
“Veterans will be permitted to have the same programs non-veterans have available to them through FHA loans, allowing veterans who have fallen behind on their mortgages to receive federal assistance,” he said.
The bill also includes proper funding levels for the VA Grant and Per Diem program, as part of VA’s homelessness prevention programs, to fund community agencies providing services to veterans experiencing homelessness.
