Citizen's board calls for changes in discipline for Wichita officers involved with making inappropriate comments

A report from a Citizen's Review Board, (CRB), has determined that Wichita law enforcement officers weren’t adequately punished for joking about police violence and an exchange of racist comments and images in a series of text messages.

The CRB released a 27-page report Tuesday detailing what they called an incomplete investigation into the handling of questionable messages and images.  Chairman Jay Fowler says they want the city to investigate the disciplinary process.  “It became apparent as we were examining the command staff, and asking questions about what happened,” Fowler said.  “The FOP was actively involved, at first, arguing that there was no conduct that could be disciplined, then arguing for no discipline,” he added.

The Fraternal Order of Police. (FOP), called the accusations, completely inaccurate, and criticized the board for not having all the information about the case.

Meanwhile, there will be an independent investigation into how the city handled the discipline in the matter, and they hope to determine if there is a culture problem.
