Kansas lawmaker accused of teen groin kick turns in teaching license

Kansas City, MO – A Kansas state representative accused of kicking a student in the groin won’t be substitute teaching any time soon.

State Rep. Mark Samsel (R-Wellsville) is facing three misdemeanor charges of battery. The state lawmaker is accused of kicking a high school student in the testicles, while he was serving as a substitute teacher in April 2021.

Samsel has now surrendered his substitute teacher’s license.

The Franklin County, Kansas prosecutor describes what happened between Samsel and two Wellsville High students during an art class as rude, insulting and angry.

Samsel said via a Facebook post that he was under extreme stress which caused an "isolated incident of mania with psychotic features".

He said he’s seen mental health professionals.
