In retaliation for Kyiv's quick counteroffensive, retreating Russian troops shut off water and electricity to millions of people in eastern and central Ukraine, according to Ukrainian President Volodymyr Zelensky.
Ukraine blamed Kremlin of purposely focusing on civilian foundation in Kharkiv and Donetsk districts after Russian troops were driven away from Izium over the past week.
Ukrainian military had retaken more than 1,160 square miles of territory since the counter-offensive against Russia in late August.
The targets of the retaliatory assaults were water facilities and a thermal power station in Kharkiv, and that they caused fires and extensive blackouts.
Ukraine's second-largest city Kharkiv lost power plus its people had no running water on Sunday night. Power has since been restored.
