A plan has been put forth to fix the state's emergency alert system.
Problems arose in 2017 and 2018 when residents were not adequately warned about growing fires in Mendocino County and mudslides in Santa Barbara County.
New guidelines have now been released, and they provide an outline of how agencies should prepare and react to unfolding emergencies.
The reaction has been mixed, however.
Some say it provides a good framework for best practices while others say the 85-page document is too long and detailed.
