The attack occurred Friday Nov. 21 when at least five youths were captured on surveillance camera video beating the victim near 11th Court and Beach Drive in the South Bay costal city.

"As of today, Nov. 26, 2025, we have identified five juveniles involved, all between the ages of 13-15 and have arrested two of the juveniles identified as primary aggressors in this case," stated a post on the department's  Instagram on Wednesday. "They were booked at the HBPD Jail and will be transported to Juvenile Hall.

"We are in communication with the parents of the remaining juveniles and are preparing a thorough case [ which] we will present to the prosecutors' office."

According to the Los Angeles Times, the video shows six youths riding e-bikes attacking the victim, who was carrying a pizza box. They knock him to the ground and repeatedly punch and kick him before one of them yells, `He's dead, he's dead, as the group runs away from the area.

Matt Terrill, who police said witnessed the assault, immediately called police. "As I'm parking the car and on the phone with 911, I realize it's a bunch of teenagers attacking one person," Terrill told Fox 11. "They met up here five minutes before and were talking about doing something. They wanted to get someone."

The Hermosa Beach Police Department said in a statement Tuesday that it continues to actively enforce e-bike laws, including an urgency ordinance enacted by the City Council in June 2024, the Times reported.

The HBPD issued 40 e-bike citations this year as of Nov. 13 and has impounded 19 e-bikes since the ordinance was adopted, the Times reported.

The police are asking anyone with additional information regarding this assault to contact the HBPD at 310-318-0360.
