Officers initially responded to the scene on a report of a man with a gun. It was unclear, however, exactly what prompted the shooting. Video taken at the scene and posted online shows a man lying on the ground -- conscious and moving -- with officers stationed nearby with guns drawn. The video shows paramedics eventually arriving and treating him at the scene.
