Noriega was allegedly caught on surveillance video in the area just prior to when the fires were thought to be set.

But investigators said there was another suspect involved. They are seeking the public’s help in identifying a man with a thin build, standing just over six feet tall, and wearing a dress-like piece of fabric on his legs.

Noriega faces charges of arson and is being held on $60,000 bail.

Anyone with information on the fires or the outstanding suspect has been asked to call the L.A> Regional Crime Stoppers at (800) 222-8477.
