Community groups demand LAPD sever ties with Flock Safety

Community groups are demanding that the Los Angeles Police Department permanently sever ties with Flock Safety after the department recently allowed its license plate reader contract with the company to expire over privacy and safety concerns.




On Tuesday morning, Stop LAPD Spying Coalition and other groups rallied outside the department’s headquarters, saying it’s time for the company to “get the flock out.”

Grace Zhang, an organizer with Stop LAPD Spying Coalition, says the LAPD has known for years about the harms of the license plate readers.

“The blood is on LAPD's hands,” she said. “LAPD knew exactly what Flock was when they partnered with them in 2019. They knew exactly what Flock was when they signed another agreement in 2023. They knew exactly what Flock was when they signed another two agreements in 2025. They knew what Flock was when communities stood before this commission and warned them about deportations, stalking, criminalization, and surveillance. They knew because we told them.”

The groups said they don't want the LAPD to speak about the harms publicly and then turn around and do a backdoor agreement with Flock Safety.

In a statement to KTLA, a spokesperson for the LAPD said they let the contract expire because “we need to ensure the tools we use are governed by the highest standards of stewardship.”

According to the Los Angeles Times, there are 138 Flock Safety cameras that are mounted to poles in L.A.
