A bill winding its way through the state legislature could help determine if East Los Angeles could secede from L.A. County and become an incorporated city.

Assembly Bill 2986 was written by Democratic Assemblymember Wendy Carrillo, who represents the predominantly Latino community of about 120,000.

East L.A. is currently an unincorporated community governed by L.A. County. The bill would order the county to provide a report showing how revenues have paid for services in East L.A. over the past decade, and whether the community generates enough money to run on its own.

Supervisor Hilda Solis opposes the bill, telling the San Gabriel Valley Tribune that the study – which she said would cost the state $14 million – is a waste of time because the supervisors have already agreed to a similar fiscal analysis.

The bill was approved by the California Senate Appropriations Committee last week and is expected to head for a vote by the full  state senate. If passed, the report must be completed in about 6 months.
