TORRANCE (CNS) - Torrance police cited 13 motorists for holding their cell phones to talk while driving during a pair of distracted driving enforcement operations, the department announced Saturday.

The enforcement operations were held Feb. 6 and on Tuesday, according to the Torrance Police Department.
"Despite repeated efforts to warn drivers about the hands-free cell phone law, some drivers continue to use their phones while operating a vehicle," Torrance police Sgt. David Koenig said. "Our ultimate goal is to change behaviors that help make our roads safer."
California law forbids drivers from holding their phone or other electronic device while driving, whether they are talking, texting or using an app. Violators can be fined and a second offense within 36 months of a conviction for the same offense can result in a point added to the driver's record.
Motorists are urged pull over to a safe parking spot to make a call or to program directions, and either silence their phone or put it where they cannot reach it.
