A man who served as a foster parent in Moreno Valley was arrested on sexual abuse charges.
Edward Sepulveda, 68, was arrested on July 17 and booked into the Robert Presley Detention Center on multiple felony sexual abuse charges, according to the Riverside Police Department.
The investigation started in September 2025. Detectives were looking into a report of “historical sexual abuse involving a child victim” when they identified three other victims, according to the department.
“The incidents of sexual abuse occurred approximately 24 years ago when the victims were children living at a residence in the 600 block of Highlander Dr. in Riverside, as well as various locations in the City of Moreno Valley,” officers said.
Officers also said Sepulveda fostered 90 children over the years.
His bail was set at one million dollars.
