Residents at the Centennial building -- many who are low income and have physical challenges -- were evacuated, with some permitted to return early Wednesday morning, and others left stranded with red tagged units.
The fire department confirms there have been issues with this location in the past, and one resident, who identified himself as Zim told KNX News' Nataly Tavidian, he would like this news to bring awareness to what he called the owner's long-time "gross negligence." However, he is not hopeful that things will change for the better.
Zim shared photos of the damage done to a handicap bathroom due to the flooding overnight, as well as images of damage over the last year.

The Salvation Army and the Los Angeles County Emergency Management Department were contacted to assist many of the displaced residents.

Abode Communities, who owns the building, says crews will stay on sight to clean up the property.
