According to reports, Biden's senior staff was notified of his decision at 1:45pm on Sunday - exactly one minute before Biden's message was posted publicly at 1:46pm.
Only a very tight circle - including four of Biden's closest aides, Vice President Kamala Harris, White House Chief of Staff Jeff Zients, and campaign chairwoman Jen O'Malley Dillon - were notified ahead of the announcement.
