Some victims were pulled from the water, including a child who emergency responders were doing CPR on, officials said. Multiple children were aboard the helicopter at the time of the crash.

The crash was closer to the Jersey City side of the river, and witnesses saw victims taken out of the water and rushed to hospitals in New Jersey.

FDNY land and marine units were at the scene performing search operations, the fire department confirmed, and divers are still in the water on the scene. A large staging area was set up off Pier 40 in Manhattan to aid in the operations.

The FDNY said it received a call around 3:15 p.m. about a helicopter down in the river off Pier 40 at West Houston Street.

It wasn't immediately clear what type of helicopter went down, but many tour helicopters go through the general area.

A witness said the helicopter was headed south when it went down at a 45-degree angle in seconds and was completely submerged in the water.
