
A state senator representing Panorama City wrote a bill aimed at reducing unplanned pregnancies and sexually transmitted diseases by forcing schools to hand out free condoms.
“The reason that they've increased is because we don't have equitable access to these kinds of programs across California,” said Democrat Caroline Bear, the bill’s author.
Opponents of the bill argue that free condom programs have not worked in the past and that the high cost would negatively impact the state’s tight budget. Opponents also argue that this would permit kids to be promiscuous without educating them about the risks of sexual activity even with protection.
Gov. Gavin Newsom vetoed similar legislation last year, citing budget concerns.
