Detective Morgan Speer says the baby still had the umbilical cord attached and was estimated to be about two hours old.
"The baby was lucky because the maintenance staff usually put the trash in the trash compactor and compact it, but the maintenance man was late for work that day," Speer says.
A picture of the suitcase, a scarf and a blanket found with the child have been released in an effort to find the child's mother, who could face a felony charge.
CPS will go before a judge in the next few days to try and gain custody of the child.

Under Texas' Baby Moses Law, or Safe Haven Law, unwanted babies 60 days old or younger, who are unharmed and safe, can be left at any hospital, fire station or in the care of emergency medical service providers with no questions asked.
