DALLAS (KRLD) - The City of Garland is launching a new effort to crack down on animal cruelty cases. Garland Animal Services is working closely with the Garland Police Department on investigations that can result in arrests and prosecutions.
"We're going to make sure that if you abuse animals in the City of Garland you will be held accountable," said new Animal Services Director Art Munoz "We want to be a pet-friendly community. We want our citizens to be able to live here without animal cruelty going on."
Animal shelter staffers provided the dog with extensive care to nurse him back to health. Dr. Paul adopted him, naming him Captain after Captain America.
"I just felt like he was a victorious little dog," she said. "Thank God someone reported him and we were able to get him help. He just seems strong."
There is an arrest warrant for Captain's previous owner. Garland Police say it's part of their joint effort with Garland Animal Services to make sure people know the penalties for animal cruelty.
"The primary message is to let them know it is a serious offense. They could face a $4,000 fine and up to a year in jail," said Officer Felicia Jones. "We need to let the community know that we are taking the cases seriously."
