Laredo City Council says this includes public transit and offices.
Laredo Mayor Pro Tem Alberto Torres says, "If they have a mask, great. If they don't, they can make one themselves or they can use a bandana or a scarf." He says the order continues through April 30.
Those who violate the order could face a fine of up to $1,000.
