A photo of two police officers on horseback in Galveston is causing a stir.
The viral pic shows a man under arrest being led by rope through a downtown street.

He says although this is a trained technique and best practice in some scenarios the officers used poor judgement and could have waited for a transport unit at the location of the arrest.
There's no word on what, if any, action will be taken on those two officers.
