Elliott was among the seven players listed on the team's inactive list released 90 minutes before kick off.
Elliott was listed as doubtful on the team's final injury report released on Friday after he sat out of practice all week.
Elliott sustained a sprained knee in last week's win over the Detroit Lions, and the Cowboys elected to play it safe with the running back with Dallas' bye week coming next week.
Linebacker Micah Parsons (shoulder), who was limited in practice Thursday and Friday, is active today, as is tight end Dalton Schultz (knee).
Linebacker Damone Clark (neck) is active and will make his NFL debut. The rookie was activated from the Non-Football Injury list this week.
Safety Malik Hooker (hamstring) and defensive lineman Sam Williams (knee) are out.
The Cowboys full inactive list is below:
RB Ezekiel Elliott (knee), WR Noah Brown (foot), DE Sam Williams (knee), S Malik Hooker (hamstring), DT Trysten Hill, LB Jabril Cox and QB Will Grier
