Why didn't the Rangers offer Jordan Montgomery the deal he got in Arizona?

Rangers postseason hero Jordan Montgomery's prolonged free agency has finally ended with him signing with the Diamondbacks on a 1-year deal worth $25 million. Why wouldn't the Rangers choose to match that type of contract when they desperately need pitching?
