Marine artist Robert Wyland filed a federal lawsuit Monday seeking at least $25 million after his iconic Dallas whale mural was painted over without his consent for FIFA World Cup promotional branding.
Wyland created the massive “Ocean Life,” also known as Whaling Wall 82, in 1999 on the Texas Utilities Building at 505 N. Akard Street in downtown Dallas. The 164-by-82-foot artwork featured vibrant depictions of whales and dolphins and stood as a prominent public landmark for nearly 27 years. Crews covered the mural in blue paint several weeks ago as part of preparations for the 2026 FIFA World Cup, replacing it with new promotional artwork.
The lawsuit, filed in U.S. District Court in Dallas, names FIFA, FIFA affiliates, the building owners including Slate Asset Management, and related entities as defendants. Wyland alleges the destruction violated his rights under the federal Visual Artists Rights Act of 1990, which protects certain public artworks from intentional distortion, modification, or destruction without the artist’s written consent. He claims he received no advance notice or permission request.
The mural was part of Wyland’s global series focused on ocean conservation. The artist has stated he gifted the work to the city but retained moral rights over its integrity. Any potential recovery from the suit would support public art, conservation, and environmental education through the Wyland Foundation.
The incident sparked public backlash in Dallas, with many residents viewing the mural as a beloved part of the city’s identity. No injuries were reported. The case highlights ongoing debates over public art preservation amid major event preparations for the World Cup.
