Dallas officials are working on changes to convenience store regulations regarding the placement of ATMs after police say thieves have continued to steal the machines despite current rules meant to make it harder.

The existing Dallas City Code requires automatic teller machines in convenience stores to be secured to the floor and located more than 12 feet away from glass windows and doors.

The measure was intended to deter “hook and chain” thefts, in which suspects chain an ATM to a vehicle and rip it from the building. However, Assistant Police Chief Teena Schultz has noted that criminals have adapted and continued stealing the machines.

City leaders and the Dallas Police Department are reviewing updates to the convenience store ordinance, which also covers surveillance cameras, lighting, and other security features. The goal is to strengthen protections at more than 750 registered convenience stores across the city while balancing operational needs for store owners.

The ordinance falls under Chapter 12B of the Dallas City Code and is enforced by the police chief in coordination with Code Compliance and the Fire Department. It aims to reduce crime at high-risk locations that often see robberies and property crimes.

No injuries or fatalities were reported in connection with the recent discussions. Police have documented multiple incidents in which ATMs were successfully stolen or damaged despite the distancing requirement.

Community members and business owners have expressed concerns about rising property crime at convenience stores, which serve as neighborhood hubs in many parts of Dallas. Officials say any updates will be discussed in upcoming council briefings or public meetings.

The Dallas Police Department has shared safety information and crime prevention tips on social media, encouraging residents to report suspicious activity around ATMs and stores.
