Dallas City Council approves zoning for the city’s first H-E-B grocery store, clearing the way for the San Antonio-based chain to build near LBJ Freeway and Hillcrest Drive.

The rezoning passed on a 14-1 vote after months of public debate over traffic concerns, neighborhood impact and the scale of the proposed development.

The project marks H-E-B’s first store within Dallas city limits, although the company has expanded rapidly across North Texas in recent years with locations in Frisco, Plano, McKinney and Alliance. Supporters have pushed for years to bring the popular grocer inside the city’s boundaries, arguing it would boost competition and add a high-demand shopping option for surrounding neighborhoods.

The rezoning decision follows several community meetings where residents raised questions about potential congestion and pedestrian safety. City staff reviewed traffic and site plans before recommending approval with specific conditions tied to roadway improvements and access points.

With zoning now in place, H-E-B can move forward with design, permitting and construction timelines. The city has not yet announced an estimated opening date.

The new H-E-B store in Dallas will be built on a nearly 10-acre site at the southeast corner of Hillcrest Road and the LBJ Freeway (Interstate 635) in North Dallas, where the grocery chain purchased land and secured rezoning to allow the development.
