Dallas officials are preparing for the Republican National Committee Midterm Convention next month, with heightened security, temporary road closures, traffic disruptions, and an estimated $1.8 million in city costs.
The convention is scheduled for Sept. 9-10 at the American Airlines Center, but security operations will begin before the event and continue through Sept. 11.
Security
The Dallas Police Department is coordinating with local, state and federal law enforcement agencies. Officials said the public should expect an increased law enforcement presence, security perimeters, checkpoints, vehicle barriers and other visible and non-visible security measures.
Officials said there are currently no credible threats specific to the convention.
“We're not tracking any credible threats specific to this event at this time,” Joe Rothrock with FBI Dallas said. Residents and visitors are encouraged to report suspicious activity to law enforcement and call 911 in an emergency.
The city also plans to activate its Emergency Operations Center during the event to coordinate resources and information across agencies.
Spending
The city estimates the event will require about $1.8 million in staffing, equipment, training and other resources.
Officials emphasized that the $1.8 million figure is not entirely new spending and includes currently budgeted amounts. The estimate could change as operational plans are finalized.
“The $ 1.8 million number includes current budgeted amounts,” Director of Emergency Management & Crisis Response Kevin Oden said. “That's not all a new amount that's going to be placed on the budget.”
Dallas is also pursuing potential reimbursements and grants to offset costs.
Closures and traffic
The biggest traffic impacts are expected around the American Airlines Center and Victory Park. Closures will begin Sept. 7 and continue until approximately midnight Sept. 11.
Impacted streets include Victory Avenue, North Houston Street, Nowitzki Way, Payne Street, North Field Street and River Street.
Additional closures, intermittent traffic control, and temporary detours may be used as needed. Some closures could happen with little or no notice.
People who live or work in Victory Park are being encouraged to work from home or avoid the area if possible. Officials said residents and businesses in affected areas will generally remain accessible, although some people may have to pass through security checkpoints.
DART also plans to suspend service at Victory Station for the duration of the event because of security requirements starting Sept. 8.
Protests
Officials said they have already been in contact with several groups planning First Amendment activities.
City Manager Tolbert said the city will not restrict lawful speech or peaceful assembly in public areas.
“We're not trying to prevent you, but that gives us that contact so that we can try and facilitate those events,” she said.
Protesters who block sidewalks or roadways could be directed by police to move to prevent traffic problems or block access to homes and businesses.
Officials said the exact security perimeter and recommended protest areas are still being finalized.
