Real estate firm White Rose Partners has withdrawn its proposal to build a $580 million data center in Prosper, pulling the application ahead of a final decision by the town council following intense community opposition.
The developer had sought a zoning change for a 37-acre tract, located west of McKinney, to reclassify the property from agricultural use. Prosper’s future land use plan had previously designated the area for potential development as a business park, residential apartments, or commercial retail space.
White Rose Partners pitched the facility as a major economic win, arguing the project would deliver "significant, enduring financial benefits" to the town. Pitch materials noted the firm would fund necessary local infrastructure upgrades and implement a closed cooling system designed to prevent heavy water consumption.
Despite those promises, the Prosper Planning and Zoning Commission voted unanimously to recommend denial of the zoning request.
Resident pushback heavily influenced the commission's decision, according to town officials. Prosper's mayor spoke during the meeting, noting that local residents were making their concerns clearly heard and pointing out a broader lack of established state regulatory guidelines for data center facilities in Texas.
Following the commission's unanimous rejection, White Rose Partners confirmed it is removing the project from consideration before it reaches the full town council for a final vote.
