Everman woman added to FBI's Ten Most Wanted list

A woman from Everman has been added to the FBI's "Ten Most Wanted" list. Investigators say Cindy Rodriguez Singh killed her six year old son in 2022.

Singh's son disappeared in October 2022. The FBI says Everman Police made several checks at the family's home, and the FBI says Singh lied to officers, telling them the child was living with his father in Mexico.

In March of 2023, the FBI says Singh, her husband and their six other kids boarded a flight for India without the six year old. The child, Noel Alvarez, was never found, but in October of 2023, Singh was charged with capital murder. In November, a federal warrant for "unlawful flight to avoid prosecution" was issued.

"Let me be clear: fleeing the country does not absolve you of guilt. It reinforces it," says Tarrant County District Attorney Phil Sorrells.

The FBI is now working with Everman Police and prosecutors to find Singh. In addition to adding her to the Most Wanted list, the FBI has increased the reward for information leading to her arrest to $250,000.

"This is not a symbolic gesture, it's a global manhunt for Cindy Rodriguez Singh," says Everman City Manager Craig Spencer. "The FBI's designation brings with it the full weight of federal and international resources I could not be more thankful for."

"The FBI's Ten Most Wanted fugitives program allows us to bring this case to the eyes and ears of citizens across this country and around the world," says FBI Dallas Special Agent in Charge R. Joseph Rothrock.

Rothrock says agents in India are working with local authorities there. He encourages people can submit tips by calling (800) CALL-FBI or the FBI’s Dallas Field Office at 972-559-5000. People in other countries can submit tips by contacting their local U.S. embassy or consulate. Tips can also be submitted at tips.fbi.gov.

"The FBI is well positioned to follow up on these leads," he says. "We have agents and analysts located across the globe to include New Delhi, India."

Cindy Rodriguez Singh may be using the name Cecilia Rodriguez, Cindy Rodriguez, Cindy C. Rodriguez, Cindy Cecilia Rodriguez. She is 40 years old, 5'1" to 5'3" and weights 120 to 140 pounds. She is Hispanic with brown hair and brown eyes.

Singh also has tattoos on her back, left leg, right arm, right calf, right hand and right leg.
