Instead of wall, advocates say Texas, U.S. should focus on diplomacy

Texas Governor Greg Abbott says he will announce plan to resume construction of a border wall next week.

Gov. Abbott says the Biden Administration's actions have led to a surge in migrants and, while border security is the federal government's responsibility, Texas cannot "sit idly by as this crisis grows."


Amnesty International has advocated against building a wall, saying America already has "invisible walls" in place.

"Our vision is a world in which every person, regardless of race, religion, gender or ethnicity enjoys all the human rights enshrined in the Universal Declaration of Human Rights and other human rights standards," says Roger Mark de Souza, chief movement building officer of Amnesty International.

United Nations International Human Rights Law states:

"By becoming parties to international treaties, States assume obligations and duties under international law to respect, to protect and to fulfil human rights. The obligation to respect means that States must refrain from interfering with or curtailing the enjoyment of human rights. The obligation to protect requires States to protect individuals and groups against human rights abuses. The obligation to fulfil means that States must take positive action to facilitate the enjoyment of basic human rights."

"It is a human right for people to be able to move freely across the world," de Souza says. "Everybody has the right to freedom of movement."

De Souza says Texas and the U.S. should instead work to stabilize Central American countries to ensure other nations are meeting human rights requirements.

"We work to influence and press governments to meet their obligations to international human rights agreements," he says.

When President Joe Biden issued an executive order stopping border wall construction, Amnesty International said the U.S. should "address the root causes of policies forcing people to flee their very own homes."
